This is a part of our social history that is not well known, but has some unusual aspects. They began in1862, at a time when government generally did not run charitable institutions. This had been the role of the charitable organisations, prior to 1862. Over time all the government asylums were managed by women, a truly unusual position for government instrumentalities of the times.
